About this role

The European Medicines Agency (EMA), also referred as ‘the Agency’, is looking to recruit a computer scientist to create, design and implement software and hardware systems for the advancement of scientific research and regulatory decision-making.

This is an exciting opportunity for a computer scientist, with excellent math, computer and technology knowledge and skills, to join EMA’s dynamic team in its public health mission. We are looking for an enthusiastic and creative individual to:

  • identify and solve complex scientific and regulatory problems by applying state of the art technology and computing solutions;
  • apply a wide range of standard technologies and application development platforms to design, develop and configure business solutions;
  • work closely with subject matter experts and business users to document business requirements and user stories;
  • develop detailed project plans to ensure the agile delivery of user-centric solutions. 

Job description

You will:

  • support development and deployment of EMA’s next generation data management, collaboration and analytics platforms;
  • work closely with stakeholders in scientific and regulatory operations to identify and execute current and emerging user needs;
  • design, develop, and deploy secure solutions that ensure data integrity and quality;
  • maintain advanced knowledge of cloud / hybrid architectures and development best practices to scale solutions supporting users across the entire European medicines regulatory network;
  • build and maintain integrations with other business applications and external systems;
  • build scalable services that enable the operation of modern applications. Weave hardware and software components together and integrate cloud-based resources;
  • identify and solve complex technology problems relevant to the activities of the Agency;
  • research on existing and new technologies (e.g. cloud, big data, artificial intelligence, robotics, machine learning, advanced data analytics) used in medicine and scientific research and perform experimentation and modelling;
  • collaborate closely with industry experts-such as computer scientists, software engineers and scientific staff of the Agency to solve complex computing problems and to determine the best way to customize a new software or hardware program for the Agency, the regulatory network or the pharmaceuticals industry convenience and advancement;
  • perform as an integral member of our multidisciplinary team and help modernize and develop mission critical systems;
  • utilise abstract concepts of computer science for the development of modular and reusable functions and micro-services;
  • engage with end-users and subject matter experts to ensure the end-to-end relevance of provided solutions and services.

Eligibility Criteria

To be eligible for consideration for this position, you are required to:

  1. enjoy full rights as a citizen of a European Union Member State, Iceland, Lichtenstein or Norway;
  2. possess a university degree in minimum of three years in computer science, computer engineering, applied informatics or related field, that must have been obtained by the closing date of this vacancy notice;
  3. possess at least three years of relevant professional experience after obtaining the relevant degree and before the closing date of this vacancy notice;
  4. have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2);
  5. have fulfilled any obligations imposed by applicable laws concerning military service.

For criteria 1, 2 and 3 you will be required to provide proof in the application form and at the interview stage. Failing to present these documents may result in the disqualification from the selection procedure.

Essential Criteria

  • Experience working in large enterprise IT, implementing complex solutions, preferably cloud services (SaaS, PaaS).
  • Experience interfacing with internal or external customers as a consultant, technical project manager or solution architect.
  • Advanced analytical background as a basis for technical and functional problem-solving.

Desirable criteria

  • Professional software development experience - C#, C++, Java or Python.
  • Experience with automated deployments and source code management tools - GitHub, VSTS, AWS OpsWorks, Jenkins, Chef, etc.
  • Proficiency with object-oriented design, data structures and algorithms.
  • Experience building for and on the cloud.
  • Experience developing distributed systems and cloud services.
  • Master’s degree in computer science, software engineering or relevant field.

Schedules and ensures that well trained human resources, tools, and diagnostic equipment are available to meet emergency incidents. Has depth expertise to anticipate critical component failure and make provision for recovery with minimum downtime. Constructs escalation processes to ensure that appropriate resources can be applied to each incident.
  • Needs identification - level 4: exploits wide ranging specialist knowledge of the customers business to offer possible solutions to business needs. Provides expert guidance to the customer by proposing solutions and supplier.

Selection Process

Only eligible candidates (see eligibility criteria) will be assessed by the selection committee. 
Suitability and qualifications of eligible candidates will be assessed against the assessment criteria in different steps of the selection procedure. Before the start of the selection procedure, the selection committee decides which assessment criteria will be used at each stage of the process. Certain criteria will be assessed / scored only for shortlisted candidates during interviews (and / or tests).


Shortlisting

All eligible candidates will be invited to preliminary assessments (cognitive ability tests). As a result of the preliminary assessments, highest scored candidates will be assessed further against criteria of the position. To allow selection panel to carry out this assessment, work experience, education and technical skills sections of the application will be considered.

Only the candidates with the highest total marks at the shortlisting stage will be invited to the next stage.


Assessments
Next steps of selection will include a final assessment (Skype, remote test, etc.) and / or an interview and a test in EMA premises. Please note that due to current travel restrictions the assessment may be conducted remotely. All assessments are based on the assessment criteria listed in this vacancy notice. 


Reserve list and job offers
As a result of the assessments, the selection committee will recommend a list of most suitable candidates for the vacant position. Non-selected, but qualified and suitable candidates may be placed on a reserve list until the end of the next full calendar year (the validity period may be extended) for future recruitments.
Each interviewed candidate will be notified in writing whether they have been placed on the reserve list. Candidates should note that the placement on the reserve list does not guarantee an offer of employment.

Conditions of employment

In principle, the Agency offers a five-year renewable contract. Contracts of a shorter duration may be offered to the candidates placed on the reserve list.
The monthly basic salary, including the local weighting[i]  which adjusts salaries to the cost of living in the Netherlands compared to Brussels, is €6,228.28. Note this salary is subject to deductions of community tax, health insurance and pension contribution. 
EMA offers a final salary pension scheme and a world-wide medical insurance.
In addition to the basic salary, the jobholder may be entitled to various additional allowances, including family allowances, such as education allowance for dependent children of school age, and expatriation allowance. Relocation and / or resettlement allowances may also be available upon entry into employment.
