The European Medicines Agency is a decentralized body of the European Union with all its offices and Headquarters based in Amsterdam, the Netherlands. Its core responsibility is the protection and promotion of public health through the evaluation and supervision of medicines.


We are looking for National experts on secondment. This means staff from other European public-sector bodies can work at the European Medicines Agency (EMA) for short periods of time through the national expert on secondment (SNE) programme. The aim of this programme is to enhance and develop the relationship between European public administrations.


SNEs serve a dual role: they bring their expertise to EMA and take back to their home administration the knowledge acquired during their period of secondment. SNEs remain in the service of their employer. Secondment is not equivalent to employment, nor does it lead to employment by EMA. Periods of secondment may last between six months and two years. This is renewable once or more, up to a total of four years.

About this position:


As change management specialist you will join the Agency’s Change Management Centre of Expertise (CoE). The CoE is dedicated to improving the change management capabilities of the Agency. As part of the CoE you will contribute to the day-to-day work of building competency, creating and improving tools and ways of working and the governance of change management across the Agency. 

This role is an opportunity to diversify your experience in change management in a European Institutional environment. You will work with stakeholders of diverse professional and cultural backgrounds to improve how we implement changes inside the Agency and the European Medicines Regulatory Network.


Specifically, in support of the change management capability building roadmap of the EMA you will:

·    Support the hub function of the Centre of Expertise
·    Support the operation of a Change Manager Community across the European Medicines Regulatory Network (EMRN)
·    Support Centre of expertise communications to its stakeholders 
·    Create change management training assets and do training delivery
·    Support coaching of change, project and line managers
·    Manage change for (a) selected project(s) important to the EMA and/or the European Medicines Regulatory Network

In this position you will:

  • Be responsible for the design, creation and effective operation of a change enabler network for a pending change;
  • Prepare for change by assessing the magnitude of change (as is versus to be) and the organisation’s change readiness and capacity to absorb change;
  • Manage the co-creation of the Change Management Strategy and plan with the project manager, business sponsor and the project team. Drive the implementation of the Change Management Strategy and plan;
  • Lead identification and analysis of change adoption risks and support implementation of countermeasures; 
  • Identify and mitigate resistance in collaboration with project manager, sponsors and the project team;
  • Be responsible for the identification and analysis of stakeholders and the design and implementation of stakeholder management activities. Liaise with internal and external stakeholders and in collaboration with project manager, sponsors and managers; 
  • Be responsible for the co-creation of a detailed change impact analysis and determining change management interventions;
  • Manage the co-creation of and agreement on metrics to measure change adoption. Responsible for tracking, reporting and analysis of metrics as well as ensuring agreement on follow up actions;
  • Be responsible for the creation, implementation and tracking of a communications strategy and plan to ensure meaningful communication with stakeholders, in coordination with the project manager, sponsor and change team;
  • Be responsible for learning needs analyses as well as design and implementation of training plans to build capability for change, in close collaboration with the project manager, trainers and subject matter experts;
  • Structurally exchange change management knowledge and experience with stakeholders and peers. Seeks out new methods, tools and techniques. Applies new insights in projects;
  • Contributes to improving the change management framework;
  • Grow the change management competency of agency staff.

Communication and professional contacts:


In particular, as Change Management Specialist will also:


  • Manage stakeholders at all levels inside and outside the agency. Communicates using appropriate techniques and approaches, clearly and consistently in line with the agreed strategy;
  • Facilitates meetings and workshops in support of clear outcomes;
  • Applies appropriate negotiation and persuasion techniques towards stakeholders;
  • Translates technical information into logical stories for expert and lay stakeholders.

Apply if you have these eligibility criteria:

  • Enjoy full rights as a citizen of a European Union Member State or Iceland, Lichtenstein and Norway; 
  • A thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2); 
  • Be currently employed in the public sector (such as a university, research institute, public hospital or regulatory body) in a European Union (EU) Member State and for the foreseeable time of the tenure as SNE remain in such employment.

You will also need:



  • At least three years of experience working on projects or programmes with a change management component.


  • Experience leading the implementation of change management strategies and the end-to-end change management process of the project or programme; 
  • Experience collaborating with a variety of stakeholder groups across different technical and business fields;
  • Experience selecting and applying change management tools and techniques within a structured framework.

Nice to have:



  • Degree in communications, (organisational) psychology, human resources management, business administration or similar.
