The European Medicines Agency is a decentralized body of the European Union with all its offices and Headquarters based in Amsterdam, the Netherlands. Its core responsibility is the protection and promotion of public health through the evaluation and supervision of medicines.
We are looking for National experts on secondment. This means staff from other European public-sector bodies can work at the European Medicines Agency (EMA) for short periods of time through the national expert on secondment (SNE) programme. The aim of this programme is to enhance and develop the relationship between European public administrations.
SNEs serve a dual role: they bring their expertise to EMA and take back to their home administration the knowledge acquired during their period of secondment. SNEs remain in the service of their employer. Secondment is not equivalent to employment, nor does it lead to employment by EMA. Periods of secondment may last between six months and two years. This is renewable once or more, up to a total of four years.

About this position:
Ensure sound management of procurement and contract management activities by ensuring that all aspects will be delivered in accordance with the highest international procurement- and supply standards and in compliance with the EU public procurement framework; work as a strategic business partner with the internal stakeholders from business requirement identification to final goods or service delivery.
In this job you will:
- Develop, lead and implement purchasing strategies for the relevant portfolios, in close collaboration with key internal stakeholders;
- Take part in the opening, steering the evaluation and negotiation of the offers as well as the award of contracts in collaboration with EMA business/technical staff;
- Monitor and follow up the contracts with respect to the legal, administrative and financial aspects, in collaboration with legal and financial colleagues;
- Act as a business partner to ensure the implementation of effective planning, monitoring and reporting of procurement in a systematic manner;
- Act as a focal point for each domain of expertise;
- Establish the procurement strategy in collaboration with EMA business area, for each procurement category assigned;
- Drive continuous process improvements and innovation initiatives including e-procurement solutions;
- Support EMA business/technical staff in drafting and reviewing of tender specifications, including selection and award criteria aiming to enhance procurement procedure clarity and chances of success;
- Contribute to the dissemination of procurement and contract management knowledge in the organisation;
- Work with other EU agencies on collaborative agreements with a view to leveraging on market experience and combining buying power;
- Lead the development, streamlining and implementation of EMA’s procurement policies and procedures;
- Provide support in drafting technical specifications and support business partners in tendering and contract management matters at all phases of procurement;
- Provide expert support in assessing financial and technical risks within the area of procurement and developing appropriate solutions;
- Ensure compliance with the Agency’s policies and procedures, in line with legal requirements.

- Enjoy full rights as a citizen of an EU Member State, Iceland, Lichtenstein, Norway, Republic of Moldova or Ukraine;
- Have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union;
- Are currently employed in the public sector (such as a public intergovernmental organisation (IGO) national / regional / local public administration) in a European Union (EU) Member State and are due to remain in such employment for the foreseen duration of the SNE position.

Education:
- A level of education which corresponds to completed university studies of at least three years attested by a diploma;
Field of Study:
- Business, Economics, Public- or Business administration, Finance or Accountancy, Law
Experience:
- 3 years professional experience in handling public procurement procedures including preparation of technical specifications and other procurement documents in two or more of the following fields: audit, business consultancy, legal costs, insurances, facilities, HR, training and development
Skills and knowledge:
- Drafting skills and ability to prepare concise and effective reports/written documentation and to summarise and present key issues to staff involved at all levels in the procurement process;
- Ability to engage in projects / initiatives while keeping the control on core procurement activities;
- Ability to communicate well in English;
- Ability to analyze and solve problems;
- Ability to work under pressure and to manage own workload and priorities in order to meet set deadlines;
- Ability to negotiate and being resilient towards internal clients;
- Enjoy collaborating within and across teams.
